A Conjuntura Geopolítica e Geoestratégica Contemporânea dos Açores: o Caso da base das Lajes

Localizados no centro do Oceano Atlântico Norte, entre a Europa e os Estados Unidos da América, os Açores dispõem de uma centralidade atlântica que lhes conferem uma importância geopolítica e geoestratégica identificada na II Guerra Mundial pelas principais potências marítimas da altura – Inglaterra e Estados Unidos da América.
A presente investigação procura aferir a importância atual dos Açores para os Estados Unidos da América em termos de política externa. Isto é, se a Base das Lajes continuará a ser considerada como uma «base-chave», depois de em 2015 os EUA terem procedido a um redimensionamento das suas forças militares nesta base.
A partir das teorias do realismo, neorrealismo e da transição do poder, procura-se justificar e relacionar a pertinência do tema. Seguidamente, será descrito o processo de cedência de facilidades nos Açores à Inglaterra e aos EUA, bem como a inclusão de Portugal na Organização do Tratado do Atlântico Norte e a Guerra Fria, em que as Lajes foram consideradas uma «base-chave» pelos EUA. Finalmente, pretendemos analisar a conjuntura geopolítica e geoestratégica contemporânea dos Açores vivida desde 2015, ano em que Barack Obama formaliza a decisão de proceder a uma operação de redimensionamento do contingente militar nas Lajes que, desde então, se apresenta com uma «base adormecida».
Considerando as alterações constantes do sistema internacional, conclui-se que os Estados Unidos da América mantêm o interesse em fazer uso da base aérea nas Lajes, apesar de reconhecerem que a mesma já não tem a importância geopolítica e geoestratégica que outrora teve.
ABSTRACT: Located in the center of the North Atlantic Ocean, between Europe and the United States of America, the Azores have an Atlantic centrality that gives them a geopolitical and geostrategic importance identified in World War II by the main maritime powers of the time - England and the United States of America. The present investigation seeks to assess the current importance of the Azores to the United States of America in terms of foreign policy. That is, if the Lajes Base will continue to be considered as a «key base», after in 2015 the US proceeds with a resizing of its military forces in this base. From the theories of realism, neorealism and the transition of power, it seeks to justify and relate the relevance of the theme. Next, the process of ceding facilities in the Azores to England and the USA will be described, as well as the inclusion of Portugal in the North Atlantic Treaty Organization and the Cold War, in which Lajes was considered a «key base» by the USA. Finally, we intend to analyze the contemporary geopolitical and geostrategic conjuncture of the Azores since 2015, the year in which Barack Obama formalizes the decision to carry out an operation to resize the military contingent in Lajes, which, since then, presents itself with a «sleeping base». Considering the constant changes in the international system, it is concluded that the United States of America remains interested in making use of the air base in Lajes, despite recognizing that it no longer has the geopolitical and geostrategic importance that it once had.
