Segurança e defesa europeia : a transnacionalização de ameaças num novo ambiente de segurança internacional

Abstract(s)
As mudanças ocorridas, desde meados do século XX, assinalam enormes mudanças na cultura estratégica adotada pelos Estados e na sua posterior concetualização, relativamente ao modo como a segurança é estudada e compreendida.
Na sua dimensão internacional, as políticas difundidas através da Política Externa de Segurança Comum (PESC), aonde é introduzida a Política Comum Segurança Defesa (PCSD) no acordo alcançado no Tratado de Lisboa, do qual se pretende afirmar a importância do estatuto da União Europeia (UE) como ator de segurança global será um dos objetos de estudo.
Tentando analisar, ao longo do tempo, os acontecimentos e desenvolvimentos da política externa europeia, no que respeita as prioridades comuns de proteção do Espaço Europeu, salvaguarda dos seus cidadãos, reforço das relações entre Estados-membros, a consequente cooperação e complementaridade, disponibilização e mobilização de capacidades europeias no seu uso estratégico, enfrentando assim problemas nacionais, europeus ou até transatlânticos.
De igual modo, compreender os pressupostos do passado da NATO e ao longo dos seus mais de 70 anos da sua conceção, na adaptação a novos ambientes estratégicos assinalados pelos conceitos estratégicos de 1991, 1999 e 2010.
Respetivamente, é feita a observação da importância da cooperação UE-NATO na formação de estruturas de defesa quer a nível intraestatal, europeu ou transatlântico como atores de segurança global nas questões e fenómenos contemporâneos como forma a minimizar as ameaças e a imprevisibilidade destas. Face às exigências internacionais, questiona-se a necessidade de uma maior interdependência nas questões de segurança europeia de forma a colmatar lacunas e, conjuntamente a continuidade do reforço de políticas europeias de modo a efetivar a visão holística da União, tornando assim, a tese que se defende a da afirmação da cooperação nos projetos na área de segurança e defesa que se revela fundamental na prevenção, gestão e resolução de conflitos aos atuais desafios.
ABSTRACT: The changes that have occurred since the mid-twentieth century mark significant shifts in the strategic culture adopted by States and their subsequent conceptualization on how international security is studied and understood. The policies disseminated through the Common Foreign Security Policy (CFSP) bear particular implications for these changes. Under the Lisbon treaty, they introduce a Common Security Defence Policy (CSDP) that reinforces the importance of the European Union (EU) status as a global security actor. This study seeks to analyze the events and developments of European foreign policy over time. These developments include common priorities of protection of the European Area, the safeguard of its citizens, the strengthening of relations between member-States, the consequent cooperation and complementarity, availability, and mobilization of common capabilities in their strategic use when facing national, European, or even transatlantic problems. At the same time, the thesis also attempts to understand the underlying assumptions of NATO's past throughout its 70-year lifespan. It focuses on the way the international organization adapted to new strategic environments with its strategic concepts of 1991, 1999, and 2010. The importance of EU-NATO cooperation is observed in the formation of defence structures, whether intra-state, European or transatlantic, as global security actors in contemporary issues and phenomena as a way of minimizing threats and their unpredictability. The need for greater interdependence on European security issues is often stressed to fill existing gaps and to continue reinforcing European policies that realize the holistic vision for the Union. This thesis defends that cooperation in projects in the area of security and defence is fundamental in prevention, management and resolution of conflicts to current challenges.
