A Política Europeia de Vizinhança: a Relação e os Contributos para a Vizinhança Meridional

A Europa está em permanente construção e evolução, o fim da Guerra Fria, bem como o emergir de desafios assimétricos e disruptivos em vários setores e regiões próximas da Europa, suscitaram diversas preocupações, principalmente em questões de segurança. A nova conjuntura foi percecionada como uma ameaça da paz e da estabilidade.
A Política Europeia de Vizinhança foi concebida, como um mecanismo de aproximação entre a UE e os seus vizinhos que, especificamente neste estudo, incidirá na Vizinhança a Sul ou Meridional, o qual aborda as relações multilaterais e bilaterais entre a UE e os seus vizinhos Meridionais, os processos que estiveram na origem da PEV, as parcerias estabelecidas e os mecanismos criados, para fazer face aos desafios que têm surgido, ao longo do tempo, ao nível da segurança, do desenvolvimento, da economia, das questões sociais, direitos humanos e das questões ambientais.
Neste sentido serão analisados os antecedentes e os fatores preponderantes à criação da PEV, a sua consolidação, o recurso ao Instrumento de Vizinhança Cooperação para o Desenvolvimento e Cooperação Internacional, e ainda, a importância Estratégica e Geopolítica de Portugal no âmbito da PEV.
Considerando as problemáticas identificadas, as preocupações, as políticas e mecanismos desenvolvidos, conclui-se que o diálogo, a evolução dos quadros políticos e objetivos estabelecidos, têm sido de extrema pertinência, para fazer face aos problemas identificados, contudo ainda há muito para se fazer.
ABSTRACT: Europe is in permanent construction and evolution, the end of the Cold War, as well as the emergence of asymmetric and disruptive challenges in various sectors and regions close to Europe, raised several concerns, mainly in security issues. The new situation was perceived as a threat to peace and stability. The European Neighbourhood Policy was conceived as a mechanism for bringing the EU and its neighbours closer together, wish, specifically in this study, will focus on the South or Southern Neighbourhood, which will focus on multilateral and bilateral relations between the EU and its Southern neighbours, the processes that gave rise to the ENP, the partnerships established, and the mechanisms created, to face the challenges that have arisen, over time, in terms of security, development, economy, social issues, human rights and environmental issues. In this sense, the antecedents, and predominant factors behind the creation of the ENP, its consolidation, the use of the Neighbourhood, Development and International Cooperation Instrument, and the Strategic and Geopolitical importance of Portugal within the scope of the ENP, will be analyzed. Considering the problems identified, the concerns, the policies and mechanisms developed, it is concluded that the dialogue, the evolution of the political frameworks and established objectives have been extremely relevant to face the problems identified, however there is still much to be done.
