Abstract(s)
Desde a origem do conceito ao reconhecimento do Estatuto, a ultraperiferia é uma conquista das assim designadas Regiões Ultraperiféricas que, para tal, protagonizaram diversos intentos, no decurso das várias etapas que marcam a ambiciosa, todavia, e, indubitavelmente, justa validação da sua singularidade. Paralelamente, a consolidação da ultraperiferia traduz as diligências levadas a efeito pela União Europeia, em prol da discriminação positiva das regiões europeias geograficamente distantes do continente.
Neste contexto, e enquanto Região dotada de interesses, estatutos e autonomia próprios, assume, pois, particular relevância o estudo das estratégias e posições dos Açores, para com a evolução da ultraperiferia europeia.
A presente investigação procura analisar a ultraperiferia, e estudar, em especial, os contributos dos Açores, para com a evolução histórica e política daquele conceito e Estatuto. Para tal, dedica um estudo de caso ao retrato das tomadas de posição por parte da Região Autónoma dos Açores, em prol da ultraperiferia, nos contextos intrarregional, inter-regional, nacional e comunitário, assente em trabalho de levantamento e tratamento de fontes de arquivo.
Por certo, a conquista da ultraperiferia é um sucesso sem igual no seio da União Europeia: por um lado, porque os Açores desempenharam um papel fundamental no âmbito deste significativo passo para a construção de uma Europa com as (e das) regiões; e, por outro lado, porque este processo significa, para a Região, um salto qualitativo no que se reporta à atenção dispensada às respetivas especificidades autonómicas, regionais e insulares.
ABSTRACT: The ultraperipherality, from the origin of the concept to the recognition of the Outermost Regions' Statute, is an achievement of those regions which, for this purpose, conducted various attempts during the several stages that marked the ambitious, however, and undoubtedly proper validation of their singularity. At the same time, the consolidation of the ORs' Statute reflects the steps taken by the European Union in favour of positive discrimination against European regions that are geographically distant from the continent. In this context, and as a Region endowed with its interests, statutes, and autonomy, the study of the strategies and positions of the Azores, concerning the evolution of the concept of ultraperipherality and the Outermost Regions' Statute, assumes particular importance. The present investigation seeks to study the contributions of the Azores to the historical and political evolution of the ORs' Statute and its linked concept. To this end, it dedicates a case study, based on the survey and treatment of archival sources, to expose the positions taken by the Autonomous Region of the Azores in favor of the Outermost Regions in intra-regional, inter-regional, national, and community contexts. Indeed, the conquest of the Outermost Regions' Statute is an unparalleled success within the European Union: on the one hand, the Azores played a fundamental role in this significant step towards building a Europe with (and of) the regions; and, on the other hand, this process means, for the Azores, a qualitative leap in terms of the attention paid to the respective autonomous, regional and insular specificities.
