Abstract(s)
O presente trabalho tem por objetivo apresentar, de forma concisa e sistematizada, através de pesquisa e análise bibliográfica, uma análise à implementação da política pública, o Mercado Social de Emprego na Região Autónoma dos Açores. Contextualizando esta política no quadro mais vasto das políticas sociais implementadas em Portugal, considerando que as políticas públicas são respostas do poder público às problemáticas sociais, apresentando-se como estratégias que institucionalizam um conjunto de ações sistemáticas para alcançar determinados fins considerados de interesse público. A formulação e implementação das políticas públicas dependem e são resultado da interação de inúmeras lógicas de atores, sejam eles individuais ou coletivos, sejam eles públicos ou privados. Neste sentido, o presente trabalho desenvolve uma conceção teórica sobre a análise de políticas, enquanto uma metodologia de estudo, compreendendo as categorias: atores, conteúdo, contexto e processo, onde nesta última, são especificados os processos de construção de uma agenda, a formulação e a implementação de uma política. Por fim, serão dados contributos para uma possível revisão desta política pública.
ABSTRACT: The present work aims to present, in a concise and systemized way, through research and bibliographic analysis, an analysis of the implementation of public policies, the Social Market of Employment in the Autonomous Regions of the Azores. By putting this policy within the context of the larger backdrop of the social political policies that have been implemented in Portugal, considering that public policies are the responses of the public power to social problematics, presenting themselves as strategies that institutionalize a series of systematic actions aimed at attaining specific ends considered to be of public interest. The formulation and implementation of public policies are dependent and a result of the interaction of the countless logics of actors, both individual or collective, public or private. In that sense, the present work develops a theoretical conception of the analysis of policies, as a methodology of study, encompassing the following categories: actors, content, context and process. In the latter, the processes of construction of an agenda, the formulation and implementation of a policy will be specified. Lastly, we will offer contributions to a possible revision of these public policies.
