Abstract(s)
Os indicadores são uma ferramenta de avaliação e monitorização de planos territoriais, cujos resultados obtidos auxiliam diretamente na revisão e alteração destes. A aplicação no âmbito legal faz-se nos vários níveis do processo de auxílio à decisão da avaliação ambiental (AA). A aplicação da AA, quer a nível nacional, quer a nível regional, ocorre sempre, com exceção nas áreas pequenas, onde se incluí os Planos de Pormenor (PP), na Região Autónoma dos Açores (RAA) inferiores a 25ha, e não apresentem efeitos significativos no ambiente, com obrigatoriedade de decisão fundamentada.
O estudo centrou-se na definição de uma listagem de indicadores a aplicar em PP na RAA, tendo por base a análise de indicadores em AA de trinta e nove PP do território nacional. A seleção final fez-se com o auxílio da opinião de quatro peritos sobre cada um dos indicadores propostos. A diversidade de PP, por permitir o crescimento da malha urbana, a requalificação ou valorização do território urbano ou rural e a organização de usos do solo, levou à identificação de indicadores para situações particulares, principalmente para zonas industriais. Os indicadores são uma ferramenta importante e chave no processo de avaliação do plano quando devidamente aplicados, mas são os municípios os decisores da elaboração dos PP e respetiva avaliação. Os mecanismos de avaliação são recentes e as limitações técnicas, legais e financeiras que os municípios estiveram expostos durante anos, ainda hoje têm repercussões, principalmente na RAA. Mas hoje dispomos de um quadro legal e maior consciência da necessidade de uma gestão do território às várias escalas e os PP são um instrumento do desenho do território com regras que melhora a paisagem visual e a integração das edificações e usos.
ABSTRACT: Indicators are an assessment tool and monitoring of territorial plans, whose results directly assist in reviewing and changing these. The application in the legal framework is made at various levels of the process to decide the environmental assessment (EA). The application of EA, both at a national and regional level always occurs, with the exception of small areas, which includes the Detailed Plan (DP), in the case of the Autonomous Region of the Azores (ARA) lower than 25ha, and with no significant effects on the environment, with a mandatory explained decision. The study focused on the definition of a bookmark list to be applied in DP at the AAR, based on the analysis of indicators in EA on 39 of the national territory DP. The final selection was made with the aid of the opinion of four experts on each of the proposed indicators. The diversity of DP, by allowing the growth of the urban grid, the rehabilitation or recovery of the urban or rural areas, and the organization of the uses of the soil, led to the identification of indicators for specific situations, particularly for industrial areas. Indicators are an important tool and key in the process of plan evaluation when properly applied, but the decision makers are the municipalities regarding the preparation of DP and respective evaluation. Evaluation mechanisms are recent and technical, legal and financial constraints that municipalities were exposed during years, still have repercussions, especially in the ARA. But today we have a legal framework and greater awareness of the need for land management to various scales and DP are an instrument to design and arrange territory with rules that improves visual landscape and the integration of buildings and uses.
