A emergência da Inteligência Artificial (IA) representa, simultaneamente, a maior promessa de progresso da História e a mais significativa ameaça existencial à civilização humana. Este estudo investiga o impacto da IA na soberania individual e dos Estados, questionando se o controlo algorítmico, que progressivamente antecipa e molda a tomada de decisões, está a transformar a sociedade em meros indivíduos alienados dos verdadeiros pilares da soberania política. O impacto da IA transcendeu o plano potencial para se manifestar como uma força determinante na geopolítica e na política doméstica. A investigação foca-se na mitigação dos riscos que esta tecnologia representa para as Relações Internacionais, com particular ênfase na propagação massiva de desinformação, na manipulação da opinião pública e na alteração do comportamento eleitoral. A ausência de uma entidade reguladora global criou um vácuo ético que ameaça a dignidade, a privacidade e os direitos fundamentais em democracias tidas como sólidas. Através da Teoria Crítica da Esfera Pública de Jürgen Habermas e pela sua Ação Comunicativa compreenderemos a evolução da comunicação e o seu impacto social. Este enquadramento é complementado pela análise de Jason Stanley que demonstra como as plataformas digitais — através das "bolhas de filtro" e "câmaras de eco" — exacerbam a polarização ideológica e subvertem o pluralismo político, aproximando as sociedades de discursos autoritários e populistas. Para evidenciar a instrumentalização da IA por agentes políticos, serão analisados dois casos de estudo cruciais: as Eleições Presidenciais dos EUA, de 2016 (e o papel da Cambridge Analytica) e o Referendo do Brexit, de 2016. Estes eventos demonstram a enorme capacidade que a IA tem em moldar perspetivas e alterar o curso da história através da manipulação informacional direcionada, alertando para a gravidade dos riscos. O estudo visa, assim, fornecer uma análise minuciosa do panorama atual, sublinhando a imperiosa necessidade de estudar o passado para salvaguardar o futuro da ordem democrática contra a repetição de erros históricos de manipulação e propaganda, propondo uma clara regulamentação da IA.
ABSTRACT: The emergence of Artificial Intelligence (AI) simultaneously represents the greatest promise of progress in History and the most significant existential threat to human civilization. This study investigates the impact of AI on individual and State autonomy, questioning whether algorithmic control, which progressively anticipates and shapes decision-making, is transforming society into mere individuals alienated from the true pillars of political autonomy. AI's impact has transcended the potential realm to manifest as a determining force in geopolitics and domestic politics. The research focuses on mitigating the risks this technology poses to International Relations, with particular emphasis on the massive spread of disinformation, the manipulation of public opinion, and the alteration of electoral behavior. The absence of a global regulatory body has created an ethical vacuum that threatens dignity, privacy, and fundamental rights in otherwise solid democracies. Through Jürgen Habermas's Critical Theory of the Public Sphere and his Communicative Action, we will understand the evolution of communication and its social impact. This framework is complemented by Jason Stanley's analysis, which demonstrates how digital platforms—through "filter bubbles" and "echo chambers"—exacerbate ideological polarization and subvert political pluralism, bringing societies closer to authoritarian and populist discourses. To demonstrate the instrumentalization of AI by political actors, two crucial case studies will be analyzed: the 2016 US Presidential Elections (and the role of Cambridge Analytica) and the 2016 Brexit Referendum. These events demonstrate the enormous capacity of AI to shape perspectives and alter the course of history through targeted informational manipulation, alerting to the gravity of the risks. The study thus aims to provide a thorough analysis of the current landscape, emphasizing the imperative need to study the past to safeguard the future of the democratic order against the repetition of historical errors of manipulation and propaganda, proposing a clear regulation of AI.
