dc.description.abstractEsta dissertação de Mestrado em Relações Internacionais: O Espaço Euro-Atlântico revelou-se o momento oportuno para estudar dois conceitos de elevado potencial para a disciplina: o conceito de VUCA (acrónimo inglês de volátil, incerto, complexo e ambíguo) e o de strategic foresight. A investigação iniciou-se com a identificação das origens e definições de ambos. No caso do VUCA, verificou-se que este conceito teve dois momentos fundamentais: a sua formulação teórica por Warren Bennis e Burt Nanus no livro Leaders: Strategies for Taking Charge, e a sua formalização pelo Major-General Thompson no Colégio de Guerra dos Estados Unidos da América, em pleno contexto da Guerra Fria. Foi ainda analisada a interligação entre as palavras que compõem o acrónimo, bem como a sua utilização por outras áreas científicas. A situação da pandemia do COVID-19 foi utilizada como exemplo ilustrativo da insuficiência do uso isolado de cada palavra, demonstrando que o acrónimo permite ultrapassar as abordagens tradicionais de caracterização. Quanto ao strategic foresight, concluiu-se que também este conceito teve duas origens: a sua aplicação indireta por Herman Kahn, estratega militar norte-americano, no período pós-Segunda Guerra Mundial e durante a Guerra Fria, e a sua formalização e consolidação através do meio académico por Richard Slaughter. Foi igualmente estudada a aplicação prática do strategic foresight, nomeadamente através de três dos seus métodos fundamentais para esta investigação, o future triangle, o scenario planning e o horizon scanning, e foi dado particular destaque para o exemplo da Comissão Europeia e de como este organismo tem integrado esta perspetiva estratégica no seu processo de decisão. Por fim, foram sistematizadas as informações recolhidas ao longo do trabalho que evidenciaram a relação entre os dois conceitos e que possibilitou uma análise da sua integração na disciplina das Relações Internacionais. Nessa fase final da investigação considerou-se que a teoria construtivista apresentou maior potencial de compatibilidade com os conceitos estudados, sem que, num momento inicial da investigação, fosse assumido qualquer compromisso definitivo quanto à sua aplicação. No entanto, concluiu-se que, no atual contexto científico, essa integração ainda não é plenamente possível.por
dc.description.abstractABSTRACT: In this master’s dissertation in Relações Internacionais: O Espaço Euro-Atlântico proved to be an opportune moment to study two concepts of significant potential for the discipline: the concept of VUCA (the acronym for volatile, uncertain, complex, and ambiguous) and that of strategic foresight. The research began with the identification of the origins and definitions of both concepts. In the case of VUCA, it was found that the concept had two key moments: its theoretical formulation by Warren Bennis and Burt Nanus in the book Leaders: Strategies for Taking Charge, and its formalization by Major-General Thompson at the United States Army War College, in the context of the Cold War. The interrelation between the words composing the acronym was also analyzed, as well as its use in other scientific fields. The COVID-19 pandemic was used as an illustrative example of the insufficiency of using each term in isolation, demonstrating that the acronym allows for a transcendence of traditional characterization approaches. Regarding strategic foresight, it was concluded that this concept also had two origins: its indirect application by Herman Kahn, a U.S. military strategist, in the post-World War II and Cold War periods, and its formalization and consolidation within the academic field by Richard Slaughter. The practical application of strategic foresight was also studied, particularly through three of its fundamental methods for this research: the future triangle, scenario planning, and horizon scanning. Special attention was given to the example of the European Commission and how this institution has integrated this strategic perspective into its decision-making processes. Finally, the information collected throughout the research was systematized, evidencing the relationship between the two concepts and enabling an analysis of their potential integration into the discipline of International Relations. In this final phase of the investigation, the constructivist theory was considered to have the greatest possible compatibility with the studied concepts, without, at the early stage of the research, any definitive commitment being made regarding its application. However, it was concluded that, in the current scientific context, such integration is not yet fully feasible.eng
