A dispersão de preços e as políticas de preços praticadas em algumas espécies de pescado nos Açores

Abstract(s)
O presente trabalho tem como finalidade estudar a formação e dispersão de preços nas lotas dos Açores, averiguando a influência de algumas variáveis contextuais nos preços do goraz, boca-negra, abrótea e veja. Para tal, selecionou-se, a partir da base de dados da Lotaçor/OKEANOS-UAc, um conjunto de dados relativos aos desembarques destas quatro espécies nas nove ilhas do arquipélago, entre 2010 e 2019. Através de medidas estatísticas de concentração, como a curva de Lorenz, o índice Gini e o índice de
Herfindahl-Hirschman, analisou-se o efeito de cinco fatores diferentes a nível do valor de primeira venda de cada espécie, sendo estes fatores o volume de compra, o comprador, o local da lota, o tipo de embarcação e o calibre do peixe. Em termos de resultados, verificou-se que o calibre do peixe, o tipo de embarcação de pesca, as características do comprador e o local da lota contribuem para a variabilidade e dispersão de preços nas lotas da região, o que vem demonstrar a influência de fatores de natureza biológica e económica nas dinâmicas de mercado. Quanto ao volume de compra, não foram encontrados efeitos ao nível da distribuição de preços. No entanto, estes resultados deverão ser interpretados com cautela, pois a dispersão de preços poderá estar relacionada a outro tipo de variáveis além das aqui analisadas. Posto isto, este trabalho assume grande relevância tanto em termos teóricos como práticos. Ao proporcionar novos conhecimentos sobre a formação e dispersão de preços, este estudo não só reforça o atual quadro teórico da economia e gestão das pescas, como também contribui para uma melhor estratégia de negociação entre os agentes do mercado e para a adequada elaboração de medidas regulamentares por parte dos decisores políticos. Não obstante, a incidência regional da investigação, bem como o contexto dos dados e as limitações inerentes à metodologia utilizada restringem, de certa forma, o presente trabalho, pelo que a importância de se estudar os impactos socioeconómicos da política das pescas em diferentes regiões e comunidades torna-se, assim, evidente.
ABSTRACT: This study investigates the influence of different background variables on the formation and dispersion of auction prices for blackspot seabream, blackbelly rosefish, forkbeard, and parrotfish, in the Azorean fish market. Statistical measures of concentration – in particular the Lorenz curve, the Gini index and the Herfindahl-Hirschman index – were used to analyze a data set on the landings of these species between 2010 and 2019, from the nine islands of the archipelago, and further examine the effect of five selected variables on the first sale value of fish, these being the quantity purchased, the buyer, the auction site, the type of fishing vessel, and the fish size category. A major finding of this study is that there are multiple factors contributing to price dispersion in the Azorean fish auctions, namely fish size, vessel type, buyer characteristics, and the auction site. These factors cause variability in fish prices, thus emphasizing the complexity of market dynamics. Price dispersion is not correlated to the amounts of fish, but since it can also be affected by variables not considered in this model, the results should be interpreted with caution. Overall, the present study not only enhances the theoretical framework for fisheries economics and management, by giving new insights into price formation and dispersion, but also has practical implications for both the development of negotiation strategies between market players and the crafting of regulatory measures by policymakers. Yet, the regional focus, data scope, and methodological constraints of this work are inherent limitations that stress the need for further investigation in certain areas. Expanding research into the socio-economic impacts of fisheries policies in different regions might help clarifying the extent to which regulations affect livelihoods, community structure, and economic resilience.
