Abstract(s)
A Avaliação de Impacte Ambiental (AIA) é um processo essencial na elaboração de projetos harmonizando o desenvolvimento com a proteção do ambiente. Uma das etapas de extrema importância nesse processo é o Estudo de Impacto Ambiental (EIA), um relatório com maior visibilidade pública que justifica e descreve o projeto brevemente, referindo todas as componentes do ambiente possivelmente afetadas, além de analisar e discutir os impactos positivos e negativos e as respetivas medidas de mitigação que se revestem da maior relevância.
A presente dissertação pretendeu analisar de que forma foram consideradas e implementadas as medidas mitigadoras estabelecidas no Estudo de Impacto Ambiental do empreendimento “Novo Pipeline de Fuel Oil” da BENCOM, S.A – Armazenagem e Comércio de Combustíveis S.A.
De modo a atingir o objetivo pretendido, procedeu-se a uma análise documental e ao método de entrevista às principais entidades envolvidas, de forma a constatar as ações implementadas.
Considerando a importância das medidas mitigadoras nos estudos de impacte ambiental, a partir dos parâmetros legais estabelecidos e adaptando as mesmas à construção e execução do novo pipeline de fuel oil, a análise demonstra a inexistência de constrangimentos de execução e/ ou divergências, garantindo o sucesso da implementação das medidas mitigadoras.
ABSTRACT: ENVIRONMENTAL IMPACT ASSESSMENT (EIA) is a essential process during the project elaboration, ensuring the balance between development and environmental protection. The environmental impact study (EIS) is one of the most important step in this process, being a report with high public revelance describing and justifying briefly the project, relating all the environmental components possibly affected, besides analysing and discussing positive and negative impacts, and mitigation ways. This dissertation has as a main point analyse the implementation of the mitigation measures wich were established on the environmental impact study (EIS) on the project known as “novo pipeline the fuel oil” from BENCOM,SA- Armazenagem e Comércio de Combustíveis S.A. In order to achive the target point of this dissertation, has been proceed a documentary analysis and entreviews to the involved entities, in order to verify all the steps. Considering the importance of the mitigation measures on the environmental impact studies, atending to the legal parameters established and doing an adaptation to the constration and exploration os the new fuel oil pipe line, was possible to verify the inexistence of exploration constraints or divergent results, making sure the mitigation steps success.
