Abstract(s)
Um dos grandes objetivos da União Europeia (UE) no âmbito da Política Externa é a promoção da integração regional e do inter-regionalismo. Foi neste sentido que a Política Europeia de Vizinhança (PEV) foi concebida: um mecanismo que permite aproximar a UE e os seus países vizinhos. Contudo, a PEV ainda não tem em consideração o facto de as Regiões Ultraperiféricas (RUP) estenderem as fronteiras da UE a zonas do Mundo longe do continente europeu.
Neste estudo procurou-se analisar o percurso que levou ao atual estatuto das RUP, tanto dentro da UE como de cada um dos Estados-membros aos quais estas regiões estão ligadas. Examinamos as suas responsabilidades políticas e administrativas próprias, bem como o impacto que estas têm sobre a capacidade das RUP para agir enquanto atores regionais. Adicionalmente, é feita uma contextualização da sua atual relevância geopolítica e geoestratégica e da importância que estes fatores têm para a Organização do Tratado do Atlântico Norte (NATO) e para a UE. Por último, demonstramos os resultados e desafios que a PEV tem trazido para a Ação Externa Europeia, e exemplificamos, através de casos concretos, o potencial que as RUP poderão vir a ter para a UE num cenário em que a Política de Vizinhança seja alargada às zonas do Mundo onde as Regiões Ultraperiféricas estão localizadas.
Considerando que várias RUP, por iniciativa própria ou em conjunto com os seus Estados-membros, já alcançaram vários sucessos em projetos de cooperação com os seus países vizinhos, conclui-se que estas têm a capacidade para desempenhar um papel fundamental num hipotético alargamento da Política Europeia de Vizinhança.
ABSTRACT: One of the European Union’s (EU) main foreign policy objectives is the promotion of regional integration and inter-regionalism. It was in this framework that the European Neighborhood Policy (ENP) was established: a mechanism which allows the EU and its neighboring countries to come closer together. However, the ENP still does not take into consideration the fact that the Outermost Regions (OR) stretch the EU’s borders to far-reaching parts of the world. Throughout this study, we aimed at analyzing what actions the OR had to undertake in order to reach their current status, both within the EU and the Member States to which these regions are connected. We have examined their political and administrative responsibilities, as well as the impact that this has over their capacity to intervene as regional actors. Additionally, we have contextualized their geopolitical and geostrategic relevance and its importance for both the North Atlantic Treaty Organization (NATO) and the EU. Lastly, we sought to demonstrate the results and challenges brought upon the EU’s external action by the ENP. Specific cases have been selected to exemplify the potential held by the OR in a scenario where the EU decides to expand the Neighborhood Policy to the parts of the world where the Outermost Regions are located. Considering that several of the OR, be it by their own initiative, or acting jointly with their Member States, have already reached several successes in projects of regional cooperation with neighboring countries, we have concluded that these regions have the capacity to perform a fundamental role in a hypothetical enlargement of the European Neighborhood Policy.
