ABSTRACT: The liberalization of air transport, implemented in the Azores in 2015, represented a decisive milestone in repositioning the archipelago as a competitive tourist destination. The entry of low-cost airlines enabled greater connectivity between mainland Portugal and the Azorean islands, fostering a new dynamic in the regional tourism sector. The main objective of this study is to analyze the impact of this liberalization on tourism in the Autonomous Region of the Azores, through an empirical approach based on statistical data from the Regional Statistics Service of the Azores (SREA). The research focuses particularly on the evolution of the number of Portuguese and foreign guests, as well as overnight stays in the Azores. By applying a linear regression model, it was possible to estimate the impact of liberalization on these indicators, breaking down the results by island groups: São Miguel, Terceira, and the remaining islands. The results obtained reveal a positive effect of liberalization, with São Miguel and Terceira standing out as the islands that benefited most directly from the arrival of low-cost airlines. The remaining islands also experienced growth, although at a more moderate pace. Additionally, the empirical data was articulated with existing literature and the Azorean reality, identifying the main challenges posed by the concentration of tourist flows and the need for public policies oriented towards sustainability and the territorial redistribution of tourism. In conclusion, the analysis shows that the liberalization of air transport significantly boosted tourism in the Azores, though with varying effects across the islands. The findings underscore the importance of air transport for the tourism development of insular and peripheral regions, highlighting the need for public policies that promote a more balanced distribution of tourism benefits.
