| dc.description.abstract | O Estudo centra-se no necessidade de compreender de que forma a Política Energética Portuguesa se tem vindo a alterar ao longo do tempo, procurando enquadrar as mesmas no âmbito da União Europeia e das políticas que esta tem vindo a adotar. Os objetivos procurados são: 1) Compreender a mudança de paradigma a nível Nacional e Europeu; 2) Compreender os fatores que levam ás alterações de comportamento e decisões por parte das lideranças políticas; 3) Perceber de que forma os objetivos de curto e médio prazo estão a ser prosseguidos; 4) e finalmente retirar algumas conclusões das perspetivas de longo prazo para um sector que é essencial para a vivência humana. Pretende seguir uma metodologia teórica, recorrendo a autores consagrados na área da geopolítica e da geoestratégia, com foco na vertente energética e na forma como o sector influência o jogo da Política e das Relações Internacionais, mas olhando também para o âmbito climático e o impacto que o sector da energia tem vindo a ter sobre o mesmo. O estudo será desenvolvido sobretudo com base nos planos oficiais declarados pelo Plano Nacional para a Energia e Clima do decénio 2020-2030, recorrendo ainda a todo um vasto leque de legislação e planos de ação a nível multinacional, sobretudo dentro da União Europeia. A análise dos Planos e dos objetivos traçados, não obstante as alterações de montra provocadas pela mudança súbita de Status Quo no continente Europeu em Fevereiro de 2022, pretende demonstrar que o caminho para uma Europa mais Verde e mais Sustentável está já a ser trilhado e que Portugal pode e deve ter um papel de destaque, por força não apenas da sua posição de destaque a nível geográfico, mas também pela influência que a capacidade Diplomática Portuguesa, no âmbito das diversas comunidades Internacionais das quais faz parte, pode ter na prossecução de objetivos concretos e ambiciosos para alterar profundamente o modo como pensamos, produzimos e consumimos a Energia. | por |
| dc.description.abstract | ABSTRACT: The study focuses on the need to understand how the Portuguese Energy Policy has been changing over time, seeking to frame them within the European Union and the policies that it has been adopting. The objectives sought are: 1) Understand the paradigm shift at the National and European levels; 2) Understand the factors that lead to changes in behavior and decisions by political leaders; 3) Understand how the short and medium term objectives are being pursued; 4) and finally draw some conclusions from the long-term prospects for a sector that is essential to human life. It intends to follow a theoretical methodology, using renowned authors in the area of geopolitics and geostrategy, focusing on energy and the way the sector influences the game of Politics and International Relations, but also looking at the climatic sphere and the impact that the energy sector has been having on it. The study will be developed mainly based on the official plans stated by the National Plan for Energy and Climate for the decade 2020-2030, also using a wide range of legislation and action plans at a multinational level, especially within the European Union. The analysis of the Plans and the objectives outlined, notwithstanding the showcase changes caused by the sudden change of Status Quo in the European continent in February 2022, intends to demonstrate that the path towards a Greener and more Sustainable Europe is already being followed and that Portugal can and should play a prominent role, by virtue not only of its outstanding geographical position, but also of the influence that the Portuguese diplomatic capacity, within the various international communities to which it belongs, may have in the pursuit of concrete and ambitious goals to profoundly change the way we think, produce and consume Energy. | por |
